This document outlines terms of reference for developing guidelines and standards for technical and vocational education institutions in Ethiopia. It contains two main components: 1) Developing laboratory and workshop standards for centers of excellence at the Federal Technical and Vocational Education and Training Institute. 2) Developing guidelines for institutional development plans and workshop standards for regional polytechnic colleges. The purpose is to improve the quality and relevance of technical and vocational education training. Consultants will conduct studies, collect data, verify outcomes, and involve stakeholders to develop the guidelines and standards over the specified timeframe and according to the outlined governance, qualifications, budget, reporting requirements and social/environmental policies.
