This document summarizes a systematic review of community-based health programs in the Philippines that implemented a primary health care approach. Nineteen studies were analyzed according to the 2008 World Health Report's categories of primary health care reform: service delivery, universal coverage, leadership, and public policy. The studies found that successful programs centered on community participation and empowerment. This highlights the continued need to include community empowerment in national public health strategies amid an emphasis on performance indicators. Metrics for community empowerment should be developed and implemented by the government to sustain health and development outcomes through scientifically valid community health interventions.
